Heat
the oil in a deep pan or wok. Rinse the whitebait in cold water and dry on a paper towels. Add the cup of flour to a large bowl with the cayenne pepper and garlic powder, season and mix. Coat the fish with the flour mix. When the oil is hot add a handful of the fish. Once the fish crisps up remove from the oil with a mesh spoon and place on some paper towels to drain the excess oil. Repeat the process until all the fish is fried. In a small bowl mix the garlic powder into the mayonnaise. Put the fish on a plate and sprinkle over the chopped coriander and squeeze over the lime. Serve with garlic mayonnaise.
